The missing file feature should parse php.ini for
include local settings.

I do not see this as a bug that should be fixed. How is PHPEclipse to get
the php.ini file if i develop on a remote server? The solution for these
occasions is to Right click on the project folder. go to PHP Project
Settings. Select Use project settings and add a few new include paths.
