I'll let Little Bear address your questions about Gopinath's research, but
I wanted to tell the list a bit more about the Indian Center to which you
refer.

The Documentation Research and Training Centre was established in
Bangalore, in 1962 as a division of the Indian Statistical Institute. 
S. R. Ranganathan was the first chair of the Documentation Committee at
the DRTC. Inna  Kedage RAVICHANDRA RAO is the current head of the Centre.
The DRTC houses a school and hosts symposia, workshops and teaching
programs in addition to publication of numerous documents relating to
their research.
