Automatic indexing?

Hi, I am working as Information Architect at an eGov project that aims to develop a faceted classification system for Italian Public Administration (in particular, for citizen services offered by PA). We manually designed and developed the classification schema, looking at the general classification schema by CRG (Classification Research Group). We have also tuned our schema through the indexation of a sample of services. But our customer has not sufficient people and time to do the complete indexation process manually, so he asked us if there is a chance to automate the indexation. So we are wondering if anyone know anything about any intelligent agent in order to automate the indexation process.
