My opinion is that this is a culture/genre issue rather than one of 
evidence (actually on evidence you've be hard-pressed to prove that for 
most cases upper/lower is 'better' than all-caps in headings). Americans 
use title case, [literate] Brits use sentence case.

Judith Butcher says simply, in 'Copy-editing: the Cambridge handbook', 
"In upper- and lower-case headings it is normal to have an initial 
capital for only the first word and proper names".
