question about developing training programs/materials

Can anyone here quote rules of thumb for the adequate time for development
of training programs/materials? I am looking for a ratio of x hours
preparation for each hour of class. I am imagining the STC might be a better
source for this, but I'm not a member. Feel free to forward this message to
colleagues if you feel they can help.
