What is information that a sign may bear it?

Incidental to current discussions, here is an essay where I tried
to articulate a conception of information that I have found useful
as a rough guide in my own attempts to integrate information theory,
logic, and the theory of signs.  C.S. Peirce was already lecturing
at Harvard and the Lowell Institute in 1865-1866 on what he called
the "laws of information", which he thought would help to resolve
the difficulties in the understanding of scientific reasoning that
traditionally go under the name of the "paradoxes of induction".
He later formulated a logarithmic measure of information that
is a precursor in embryo to the Shannon measure of entropy.
I view this way of looking at information as roughly akin
to "personalistic" conceptions of statistics.  It does
not cope with all the issues that arise, but it does
form a useful first cut.
