The regexp 

  file:\.po$ (Language-Team:\ *Belarusian)|(file:\/be\.po$)

already matches the string 

  ^Language-Team: Belarusian Latin$

so the issue with the low ratio for be@latin is probably that these
translations are not indexed by Google Code Search yet.

BTW, I just noticed that there are .po files with "Language-Team" set to
"Belorussian", although most of them are matched already by

  file:\/be\.po$
