From the meson documentation (just do `meson --help`) you can get a static
debug library by doing:

meson --buildtype debug --default-library static . build_dst
ninja -C build_dst

If you have another version of visual studio then VS2013, please run the
test suite, to see if the error happens on other versions as well.
