[openi18n-im:01406] Final call on the r12.4 feature

This is the final call on the r12.4 features. We are going to extend the 
freeze date from last Friday until next Tuesday (7/6/2005).

I have cut and paste the feature list from the wiki and integrate some 
feedback to here. Please fill-in the "more.." part and extra features if 
possible and confirm if we are okay to confirm the feature leaders.
