[openi18n-im:01100] SC_TRIGGER_OFF_NOTIFY vs. preedit

Hi,

I just noticed that LE didn't get SC_TRIGGER_OFF_NOTIFY when
the preedit buffer has something. instead, the hotkey like
ctrl+space was delivered as the usual key event. is it the
expected bahavior?  IMHO the hotkey should always works even
if users is inputing something on the preedit and/or the
candidate window is shown. I sometimes use this to
deactivate IM forcibly.
