How exactly does "sync" decide what needs to be updated?

Hi, I have a question about how the sync routine works: What exactly does Ephpod look at in deciding whether to add a song from the PC to the iPod? The reason I ask is that I'm trying to determine whether certain actions on my PC will trigger a re-download to the iPod. The Ephpod documentation hints that it looks first at each song in the iTunes database, and then looks to match files with the same ID3 tags on the PC, and then downloads any unmatched songs on the PC to the iPod. Is it that simple? If so, which tags does it check? Or is there more to it (e.g., does it also keep a record of all the files it has synced from the PC sync folders, and then re-download a file if its name or modification date has changed -- even if the ID3 tags are the same, say, because you re-rip the song -- or if you move a song to a different directory on the PC)?
