MP3Gain just increases the volume of the MP3 by the same amount throughout. So quiet bits, are still quiet relative to the rest of the track. It just shifts everything up a notch so that it maximises the availible volume level (theres only so much volume difference you can express digitally in practice.) The process is lossless.
