Summary: inconsistence use of tasks and libs

Initial Comment:
The tasks defined in tasks/* are partly redundant with
some libs (e.g. createDomainDirectories.task and
create_domain_directories.lib).

While ispman-agent uses tasks, the cli tools use the
libs. Thus, both are potentially inconsistence and may
cause trouble.

This needs to be consoldiated one way or the other.
