[VOTE] Release Ant 1.10.17 based on RC1

I've created a release candidate for Ant 1.10.17.

This 1.10.17 release of Ant contains a single fix fot the issue detected
by the Eclipse folks and a fix to the tstamp manual page. Otherwise it
is identiacl to 1.10.16. Release notes at

The vote will be open at least until 2026-04-09 9:30 UTC.
