[VOTE] Deprecate Naming in Favor of Spice JNDI Kit

I would like to propose deprecating the Excalibur naming subproject and
pointing our users to Spice's JNDI Kit.  The prerequisite for that would
be a JNDI Kit release.

That would incorporate merging the Excalibur Naming subproject into
the Compatibility subproject, deprecating all the sources and pointing
our users to the version hosted at the Spice project.

To my knowledge it is the only possible replacement, and the impact
to our users amounts to package name changes.
