Status of Excalibur sub projects?

Extension and Policy: to my knowlege they have not been relesed,
but there are projects which have dependencies on them.

Are they now successfully merged into Phoenix?

If so, do they retain the same package name?

If not, we need to place them in the compatibility jar.

Please advise as to what our community should do with these
libraries.
