that's documented on

basically, check phoenix out of cvs, modify it to do what you want, 
created a unified diff, put it in jira and bring it up for discussion, 
we take a look, and if there's a committer who thinks the patch is good 
he will apply it. When that doesn't happen, you ask what is the problem 
and we work out a solution on this list.
