I often do a couple of back and forth between myself and an AI,
especially when the subject is controversial to smooth my answers. The
initial draft and length is always mine.

TL;DR: we don't have a CTR-vs-RTC problem, we have a consensus gathering
problem. Switching to CTR won't change anything if we maintain the
requirement of reviewing each commit.

The consensus gathering problem manifests in two ways:

- Log4j: some PRs are stuck, because the author disagrees with the
review comments.
- Commons: in case of disagreement, the PR is merged as is and the
reviewer changes it directly in `master`.
