I wrote an ant script that deploys a portlet(s) into a running tomcat 
container.  I would only uses this for development, but it is good for 
that.  I use Eclipse and WTP for web stuff (jsp editing, starting 
servers, etc).  The ant script uses pluto's ant tasks for bundling, so 
it is specific to the pluto 1.1 container (it would probably work with 
1.0.x, but I haven't tried that).
