As much as I'd like to recommend an Apache portal, I'm afraid I'd have 
to recommend Liferay at www.liferay.com.  It comes bundled with Tomcat 
and a number of other containers and is extremely easy to use. It is 
also free and under the MIT license.  We are using it for a very large 
project.  You might even find that it is better suited for production 
use than Websphere.
