[VOTE] Release fulcrum-intake 3.0.0 based on staged repository

a new Turbine Fulcrum Intake release candidate has been prepared.

N.B. If you do a checkout for a tag, you are in detached head mode, as you 



have no branch to work on.

Changes:
o Update package / namespace for JAXB binding from jaxb to jakarta parsing 

with Java 11.
o Allow Java9+ build by adding dependency
o Minor version dependency updates

This version requires Java 11.
