[VOTE] Release (second RC) fulcrum-security v3.0.0 based on staged repository

Hi Turbine devs,

after the first a second candidate was prepared for sub module Fulcrum 
Security having version 3.0.0.

o Security dependency updates, e.g. commons-text to 1.10.0 in module

This version supports Java 11.
