it's not done yet. I didn't need it so far.
technically it means getting the zip or the expanded netbeans
platform/ide installation and copy the create cluster(s) in there.
Update etc/netbeans.clusters to include your cluster(s). Zip it up.

I've never done that. No idea what it actally means to add
help/javahelp in the module. Isn't that just including more files at
predefined places in the nbm?
