time incorrect on CC 2.8.1 notification emails

On my CC 2.8.1 instaIlation the time values in the notification emails
seem to be 2 hrs ahead and not in 24 hr format with no way of
distinguishing am or pm.  Eg:

Date of build: 2009-02-04T04:38:06 
Time to build: 9 minutes 33 seconds 
Last changed: 2009-02-04T04:33:06

The Last changed time above should be 02:33:06 pm.  Since the removal of
the dateformat how can we distinguish between am and pm?  What might be
causing the 2hr difference?  I've check the time zone settings on the
server and they are correct.
