Using the propertyfilelabelincrementor

I'm trying to use the propertyfilelabelincrementor to label builds with CruiseControl. Currently the build label is being managed by an ant script that runs as a bootstrapper. This script bumps the label, saves it to a property file, and applies the label a StarTeam database. I'd like to use the propertyfilelabelincrementor to read the label stored in the property file and then apply that to the CruiseControl build, but it looks like CruiseControl reads the label in the property file before the bootstrapper is even run. This results in the CruiseControl label always being 1 less than the StarTeam label.
