Hi Paul,

CC will execute only one project build at a time so if your project is
building and someone subsequently commits, that change will not be
incorporated until the next CC build cycle.  Another important concept
that might be interesting to you given the context of your question is
the "quiet period".  This is the time that CC waits after detecting an
SVN change before launching the build.  In other words, no SVN changes
for N time before launching.  This gives the developer time to commit
all the necessary files before the build begins.
