cruisecontrol v2.8.3-rc1 posted

Hi All,

We've been rather quiet on the release front, but I've finally had a 
chance to post a 2.8.3 release candidate to the site.
This is the first attempt at a full release (candidate) since some major 
changes at sourceforge, so please holler if you see procedural problems.

Assuming no major issues, I hope to post a "non-candidate" release soon.
