2.8.3 win installer steals tomcat port without even asking

Hello,

i was disappointed to see that win installer of 2.8.3 just quietly  
stole my tomcat port 8080.
I was never even informed, never mind asked; i just happened to hit a  
stored link and found out
it was gone.
This sort of thing is not necessary, is it?

Workaround:
change tomcat's service.xml to make connection at some other port  
number.
also update any links to that tomcat server you may have in browsers.

Should i write a ticket?
