Thank you for your input.  I'll definitely give Smart Frog a look.  I don't know if we can allow the VMs to run SSH due to security constraints but at this point I'm open to all possible suggestions!

Hello Richard,

the ssh/scp protocols can be used if the target VM has a ssh server. Ant has a <sshexec/> and a <scp/> task which work well.
Depending upon how complex is the work to be done on the target server, you may want to also use ant remotely on the target server to do whatever you need to accomplish.

There are lots of other solutions. There is a framework called smartfrog http://wiki.smartfrog.org/wiki/display/sf/SmartFrog+Home which has been developed to address the kind of needs that you describe.
