Not with stock CC, but the artifact publisher is a plugin and you could easily customize CC -- create an alternative plugin & change the jsp page -- to get the result you want. The reason CC uses the timestamp rather than the build is because you can have a build fail (and thus not use the label) but still produce artifacts you want to download.
