the time format used

Hello,

I have a Build Hang Monitor that I use to send my team emails when
build are running more than 15% longer than usual.

I find that I need to use GMT when converting the times found in log
files and status.txt on some, newer, systems.

A colleague just suggest his suspicion that:

"It is my thinking that if the date has "T" in the middle of it then we need
to convert that date to local time, as I have previously understood the
"T" to mean UTC time."

So, does seeing this status.txt line:

              2011-05-20T20:01:12

imply that this system is using GMT times?
