I should have written back myself yesterday.

Someone with military experience suggested that the
T stands for "Tango" and equals GMT-0700

Just a thought.

I found my problem and it was not time-math....it was my misinterpreting
and thereby inverting the use of a variable in my (really someone elses) code.

Sigh.  Thanks to all who chimed in.

No, T doesn't mean UTC or GMT. Here T means time, this is ISO standard format. There is no specific time zone so it's up to the parser to know what time zone was implied.
