Tools for J2EE Project

As we are going with Oracle9i as the app server. So for IDE we are going for JDeveloper. For Version control I am thinking to use Visual Source Safe. I would like to know the appropriate tools for Desinging, Project management, Testing including functional, load testing, performance testing.
