Tools for J2EE Project

Dear Developers,

I am about to lead a J2EE project. I would like to know a list of best tools that I should get hold of. As we are going with Oracle9i as the app server. So for IDE we are going for JDeveloper. For Version control I am thinking to use Visual Source Safe. I would like to know the appropriate tools for Desinging, Project management, Testing including functional, load testing, performance testing.  I would appriciate if U guys can give inputs as how should I proceed managing the project as the cilent wants us to meet the deadline without fail. Thanks in advance.
