As an alternate measure.

1. grab copy of Barracuda from cvs, extract to disk somewhere (ie.
E:\Barracuda)

2. make sure you have a recent copy of Ant installed, and then add in
log4j-1.2.8.jar (from the Barracuda tree) to the Ant /lib dir

3. go to E:\Barracuda\WEB-INF\bin and run ant_0_install.bat (this copies the
appropriate jars into place from /lib-cvs to /lib

4. edit Tomcat's server.xml to point to this directory (ie. mine looks like
this:
        <Context path="/Barracuda"
docBase="E:\Webapps\barracudamvc\cvsroot\Barracuda" debug="0" />

5. restart Tomcat and point your browser at http://localhost:8080/Barracuda

You should be in business...

  Yes, you are correct.  The docs need some work.

  However, it is very simple to get Barracuda examples up and running under
Tomcat.  Here is what I'd recommend....

  1.  Grab the latest CVS source (I foresee a release coming in the near
future)

  2.  make sure to create a user in Tomcat's tomcat-users.xml that has
access to the manager app and make sure Tomcat is restarted so that it picks
up this user.

  3.  Either copy sample.build.properties in Barracuda/src to
build.properties and change manager.username and manager.password to the
user having access to the manager app OR create a ".build.properties"
(notice the prefixed period) file in $user.home (on my Win2k system this
is.... "C:\Documents and Settings\jkjome" ) and add manager info to that
file.  The $user.home ".build.properties" file will override Barracuda's
local buld.properties file.  You can also set things such as
build.compiler=jikes and such.  Makes it very convenient to transparently
override properties without having to modify the bulid's properties files.

  4.  Make sure Tomcat has been started, cd to Barracuda/src do "ant
catalina-install".  This will build and install Barracuda to Tomcat.  To
View the examples, go to http://localhost:8080/Barracuda/ .  The examples
are linked off the doc pages.  The only link that won't work is the
BarracudaDiskRack link which is a separate package.  You can grab that from
CVS to and follow the same instructions above to run that.  Then browse to
http://localhost:8080/BarracudaDiskRack/ .

  Again, I forsee new releases for both Barracuda and BarracudaDiscRack very
soon, so you'll have a stable release to work with.  For now, using the
latest CVS is the best thing to use, as Barracuda-1.1.1 is pretty dated at
this point compared to the latest CVS.
