I  ended up doing the following:
 
1. Editing the default in the configure.xml file to:
<project name="Shark" default="_recreateDB" basedir=".">
 
2. While in my Shark install directory:
ant -f configure.xml 
 
I was getting:
 
Invalid options
Parameters value for using with configure.bat :
configure       - Make build.properties file with default values
configure -help - Display this screen
configure [-jdkhome jdk_home_dir] [-instdir installdir] -writes proper
parameters to the build.properties file
Examples :
configure -jdkhome c:/j2sdk1.4.1 -instdir C:/Shark-1.0 
 
The recreate.db simply calls 
configure.bat _recreateDB 
 
but that simply gives me the above errors.
 
I can run configure.bat just fine but that references the build.xml file
and not the configure.xml file.
 
Oh well.  At least I can get by my problem.
