Custom Tool

I try to make a custom Tool (in the context of enhydra shark).

Is it true, that I can't use a custom Tool in the community edition.
As I see, I need to configure the Tool over the sharkWebClient or the 
Workflow Editor.
And this feature is not available in the community edition.
