You can make your own custom Tool agent classes, and use it in community edition. What you can't do in community edition is to dynamically map the Application definition from XPDL to your Tool agent class. Anyway, most often we do a static mapping by defining extended attribute for Application definition in XPDL, where we say which tool agent class will be used in run-time (ToolAgentClass extended attribute - see sample XPDLs coming with Shark). Of course, your tool agent class must be in the classpath of application using Shark (e.g. SharkWebClient). Regards, Sasa.
