No. It is optional.  The three .sar files that one could place inside 
phoenix contain different 'levels' of EOB.  One that handles RPC only. 
One that has that and WAR file compatability via Jetty. Anoher that 
budles hypersonic too.

Yes.  If all you want is RPC, EOB is fine for you.  You could even try 
to mount something like LiteWebServer in there that does not use the 
servlet spec, but does grant web serving.

To be honest - what we should really do is not make the Jetty download 
mandatory to build EOB.  Ant's <available> , if="" and unless="" are 
designed for that.
