Rather than to indicate which TimeZone an event's time is formatted for, use the TimeZone captured upon user login or stored in user preferences to format date-time according to the TimeZone in which the user lives. The script to capture TimeZone from browser is ready, it only needs to be included into login block and also the form handler on the server needs to extract it from request and put into object representing Member.
