Description:
Add a simple Hibernate model that can be posted at the top of the site.    This is fairly easy to do and we'll also attach some taglibs for checking whether there are any messages and then display it.  When it goes past its end time, just quit showing it.  Very useful for when a site needs to go down for maintenance.
