the listener has been added.  For the next release, we could maybe add a location where XML files are picked up telling teh listener what to startup on context loading.

Description:
This is a ServletContextListener that runs certain things whenever JLCP starts up.  For the time being, this will be reloading the Quartz scheduler with RSS feed jobs and checking to make sure that no polls expired.  We'll add an extra field to the Poll object called notificationSent with boolean so that we know what poll owners need to be notified.
