Description:
One of our original ideas, and something that needs to come back.  There are some things that need to happen on the first load of JLCP and some things that need to happen with each startup of JLCP.  We can accomplish this through a servlet with load-on-startup = 2 (or something similar).  Such things that need to be loaded on the first startup are creation of an anonymous user, an administrative user, creation of root categories, etc.  When we load the server each time, we will need to start the RSSManager and anything else that should be run when the server starts.
