it was a bad commons-validation.jar file.  When you boot up offline, it will still throw an error about not being able to find jakarta.apache.org but it all works offline or behind a firewall.

Description:
Currently our Struts XML files like to get validated against the remote DTD.  We need to include the Struts DTDs with our local distribution and reference those in the XML instead of the remote files.  I had thought that Struts fixed this already, but apparently not.
