Description:
dao has been implemented as well as the rss manager for interfacing with this.  A test of the current DAO has been checked in.  Tomorrow morning I will setup an administration interface to add a new feed and get the scheduler going.

Description:
We need an RSSManager to handle keeping the retrieval of RSS feeds on a schedule.  Most sites don't appreciate someone accessing their RSS feed every page load.  This RSSManager will use Hibernate and store the retrieved XML in the database for those times when we can't get at the newest copy.  Use Hibernate caching for fast retrieval.  Our bootstrapper should start the RSS manager.
