Context object gets created for any command. It usually represents so called Generator 
Environment in Flash authoring tool. For example if you put some name/variable datasources 
into Generator Environment (either inline or through some file) on some timeline and then 
place Generator object on that same timeline then this Generator object will receive 
context created from that datasource. Note that context are linked from child to parent, 
so for example if you query some context for some variables and there is no such variable 
then the context will ask its parent and so on.

If you put xml datasources into Generator environment then XML Context will be created. 
Such context can be queried using xpath expressions.
