[rfe][container] keel integration

keelframework uses the fortress container. After fortress integration is 
done:

     [rfe][container] avalon-fortress integration

look at building a keelframework distribution based on jicarilla. I 
think some of the keel people will be interested in having the ability 
to host type-2 and type-3 (pragmatists as they are :D).
