Yes, Jikes RVM is licensed under the EPL. Exceptions include
class-library specific code in the libraryInterface directory and jburg
(which is licensed under the MIT license).

I think so but I haven't really looked at this in detail and I'm not a
lawyer. AFAIK we can use Apache License 2.0 code but we can't relicense
it. We must also comply with the Apache License's terms (which is
probably unproblematic). Code from ASM (which is licensed under the
3-clause BSD license) should also be license-compatible.
