On hg tip, the line for the linking order is:
<arg line="${c++.args} ${rvm.common.args} ${gcspy.lib.dir} ${rvm.src} ${perfevent.lib} ${c++.librt} -lpthread ${c++.rdynamic} -g"/>

That linking order works for me on Ubuntu 14.04 with an installed 32-bit libpfm4. Are you using the same linking order? If not, does the linking order from the hg tip work for you?
