Adding or modifying the custom fields can only be done by Jira-Admins??

Hi all,

We want to remove a whole bunch of unauthorized folks from the jira-administrators group, but we want to put them in a different group, LimitedAdmins and give them Project Administrators role. 

In order to add or modify the custom fields, should a person be a jira-administrator or a member with the Project Administrator role can also do as the same task (add/modify the custom fields)?
