I think of Jira as having four basic levels of "power" # system or root # Jira admin # Project admin # User System/Root can do everything. Doesn't mean they have any user or project rights, but they can grant themselves the user/project rights if they want, and they can change any system setting they want Jira Admins have less power - they can still do all the admin work of project setup, custom fields, users, schemes, etc, but they can't change the core system settings (indexing for example) Project admins are limited to a project and can only amend versions, components and the lists of user's roles.
